Sir Robert Hart's mention of the collaboration of the Roman Catholic Missionaries inland in the schemes of the French Post Office may perhaps account for the fact that a despatch from Mr. Consul General Wilkinson at Yunnan-fu, addressed to this Legation and forwarded C/o. His Majesty's Consulate at Chungking, arrived at the latter having been torn or cut open and patched together.
On another occasion despatches from this Legation to Tengyueh were posted at the Chinese Post Office at Peking, but were never delivered. They were traced to the French Post Office at Shanghai, after which all vestige of them disappeared.
It may be only a coincidence that while the Roman Catholic Missionaries in Yunnan are French, the Secretary of the Chinese Post Office at Peking, who directs the Department, is also a Frenchman, but I have now arranged that all correspondence for Yunnan and Teng-yueh should be forwarded through Rangoon by British steamer only, while I avail myself as far as possible
